I would suggest starting a book exchange program. Although organizing a book fair or inviting authors for talks are both engaging ideas, they are events that happen once or a few times a year. A book exchange program, on the other hand, can instill the habit of reading on a continuous basis and build a community of readers within the school.

In a book exchange program, students get to share their favorite books and discuss them with peers, increasing their interest and engagement. It also exposes them to diverse book genres and writing styles they may not select themselves. Additionally, such a program is cost-effective, as students won't need to purchase new books each time they want to read something different.

While book fairs can offer a variety of choices and author talks can offer insights into the writing process, a book exchange program can provide consistent access to a variety of books, enhance community feeling, and encourage ongoing reading habits, which is why I'd recommend this option.
