I don't know why this sentence "Here comes Freddy" is correct, "Here comes he" is incorrect? Help meeee

"Here he comes" is correct.

After clause initial "here," inversion of subject-verb occurs only if the subject is a noun. If the suject is a personal pronoun, there is no inversion. So, "Here comes Freddy" is correct, but "Here comes he" is not. In this case, the "normal" word order applies: "Here he comes."
