The cheapest is the dearest or cheapest is dearest? According to the form of superlatives: the + adj(est). So the correct sentence is "The cheapest is the dearest" right?

"Cheapest is dearest" is a proverb and, as such, idiomatic and not necessarily grammatical. Also, the superlative is not always accompanied by "the."
