what is the difference between TOEIC and TOEFL?

Not much different.
TOEFL = Test of English as a Foreign Language
TOEIC = Test of English for International Communication

TOEFL is often used for natural science and engineering fields.
TOEIC is often used for economics and social sciences.

Both are used to apply university admissions.
