Both "say" and "saying" can be used depending on what it is exactly meant. The difference is very small: Someone said her husband was drunk. She heard this. Therefore, she heard someone say her husband was drunk. (The infinitive without "to" is used for complete actions: she heard the whole thing.) Someone was saying her husband was drunk. She heard this. Therefore, she heard someone saying her husband was drunk. (The -ing form is used for incomplete actions: she only heard part of the conversation where someone said her husband was drunk.)
