Everyone is welcome here because "welcome" in this sentence is an adjective. This sentence is not a passive voice sentence so we dont use "welcomed".

The past participle of "to welcome" is "welcome" just like the past participle of "to come" is "come." Welcomed" is wrong.

You are welcome -> welcome :)

It turns out it's me who was wrong: The verb "welcome" is regular, and so both the past and past participle form is "welcomed." There is also an adjective "welcome," which is the right form in this sentence.
