"Money" is a noncount ( = uncountable) noun, and so a quantifier for noncount nouns must be used. "A number of" is only for count ( = countable) nouns. "The whole of" is followed by a singular count noun. "All (of) the" can go with both count and noncount nouns. "A great amount of" is the only one that fits here, because it comes before noncount nouns. "A lot of" would also be okay, because it can come before both count and noncount nouns.
