when we use the 'to be' in sentence?

"to be" is often used after verbs require an infinitive.
for example:
- I want to be a singer.
- I would like to be a doctor.
- want + to + V
- would like + to + V

1- mock drill to be conducted. 2-safety helmet need to be used with chin strip. please explain the use of to be in this sentences.
